JK has said specifically in the books that the potion can be made as long as it contains the essence of the person, regardless of whether that be "toenails" as Ron says in CoS or skin cells. Hair is just a popular option as it's the least disgusting body part to put in and the easiest to obtain. Also I find the fact that Voldemort canot love because he was conceived under a love potion highly doubtful. It surely cannot be that unusal of an occurrence?
